A possibility is offered to investors wishing to settle permanently in Canada, more precisely in Quebec, to obtain permanent residence. To do so, you must make an investment of CAD 1,200,000 in the province through a licensed financial intermediary or by financing the investment yourself.

Seven factors are considered in the evaluation of candidates for this program: education, age, language skills in French or English, management experience, family stays in Quebec and the investment agreement.

You should also know that this investment is guaranteed by the government and then returned to you after five years. It is no longer recommended as before to have an active management role after the investment. Family members may also be included in the application.

Program requirements

  • Minimum net worth

A minimum net worth of C$2,000 ,000 is required, legally acquired, alone or with a spouse. These assets may include property, bank accounts, pension funds, stocks and shares in companies.

  • Management or business experience

A minimum of two years of management experience within the five years prior to the applicant’s submission of the application.

The experience must have been gained in a specific business (agricultural, commercial, industrial) or in government or an international agency, and in a position as defined full-time. The company does not necessarily have to be profitable. If management experience is claimed as a professional, the company must demonstrate that it has at least two full-time employees (excluding the applicant).

The applicant may be retired at the time of application as long as he/she demonstrates two years of recent management experience within the last five years. The candidate must be able to demonstrate the planning, direction and control of financial AND human or material resources under his/her authority.

Experience acquired in the context of an apprenticeship, training or specialization attested by a diploma cannot be taken into consideration

Management experience may be acquired while working for a for-profit or not-for-profit company, provided that the company derives a significant portion of its funding from commercial activities.

Management experience gained in the employment of a municipality or city (as an elected official or manager) is not considered.

  • Investment

Have an agreement to invest $1,200,000 CAD through a licensed financial intermediary (the investment can be financed).
